Because autism I believe. We've seen this kind of nonsense from deviantart over and over again, a nest of bizarre autism you can't even laugh at anymore. It doesn't make sense that he's Butters, it doesn't make sense that he's half tank engine, it doesn't make sense that Serena lives among Thomas the tank engine and co. It's a mix of the toys, especially the ones where you can build your own shit, the cartoon, the characters having very simple expressions, and for trains in general it's because they follow a set path, usually on a schedule and make loud noises at set locations.
Autists fucking love schedules that almost never change, and it just so happens trains fit that bill.

They follow set schedules on fixed paths, which autists love. And Thomas characters don't have subtle facial expressions. The expression they convey in any given scene tells you their emotion, and if their emotional state changes, hard cuts allow the viewer to know that it changed.
