I think originally they were going for the birds to be legendaries of native birds in the region, kind of like how Entei, Suicune, and Raikou are Flareon, Vaporeon, and Jolteon before they died.

Their bodies aren't even the same shape though. Gengar is chubbier and more squat, and their face proportions are different too. Gengar's is lower on the body, while Clefable's is up near the top.

They really don't have much in common, especially compared to all of the generic Gen I Kaijumons built off of the same body shape template.

Gamefreak being the lazy fucks they are probably copy pasted the designs and added a few elemental features.

The best theory I can come up with is that, at some point during production, they were doing the standard RPG thing where they were slapping random elements on existing Pokemon to increase the roster without needing new designs (something like ice-type sandshrew, for example). Then they realized this idea was fucking stupid, so they cut most of them but the birds somehow survived.

It's more likely that the original designers of the gen 1 Pokemon didn't know how to draw more than a few bird creatures and just did several variations using similar parts.

Gen 1 really lacked in the variety department

How does Clefable's ribbon whirly whatever wingtail works? Like holy shit, its tail is like as long as its whole body when it is loose. How does it work compared to Gengar? Gengar as opposite has a long tongue instead while its tail is short.

They have some attacks in common but then their pre evos are not sinilar, Clefable is a bigger Clefairy and Gastly, Haunter and Gengar have peculiar stage evolutions.

I can see the night theme since Clefable dances with he full moon and shit and both are immune to each other but nothing else.

It's not really like Gengar is Dark Clefable or anything like that. It just comes from Clefable's shadow, that's all there really is to it, never mind about the tail and whatnot.
As for Gastly and Haunter, they're just like, different levels of apparition or whatever you'd call it; As a Gastly it only manages to make its face appear, as Haunter it can do the head and hands, and as Gengar it can do the whole body.
