Sadly, the cataclysm had already started, but at least he was there once he noticed it happening.

Lance couldn't give less of a shit about Kanto apparently, and Diantha not only didn't do shit against team Flare, she barely recognized the MC at first once they showed up to fuck up her shit even though they were the ones that stopped that whole fuckery in her place.

I think the fact that GF was so new at the games might have had something to do with it. They were just giving you something to do in the mean time of collecting badges.

Moreover, Team Rocket barely did anything in Kanto. They had an abandoned research facility, a sketch gambling facility, and did some fuckery at Lavender town. That's it. Nothing huge. Oh, and they stole a TM in Cerulean/a fossil in Mount Moon. It's all pretty small time and/or stuff that wasn't drawing attention. Lance didn't really need to come down from his Ivory Tower.
