Why can't Golbat evolve into Crobat in Gen 1?

well, this might be a stretch, but considering kanto is the more urbanized region compared to johto, there might have been fewer opportunities to escape to the countryside and relax with your pokemon in a peaceful environment.

pokemon evolving from happiness would factor in many things, such as travel, experience, joy, care and so on. johto specifically is very traditional and most likely maintains classic values and beliefs.

this is probably why the region seems more calm and laid back compared to kanto. these things come together to bring out the potential in evolution, like alola did with its regional forms.

i might be looking too deep into this, but these subtle design choices in world building might be more intended than you think.

2. everything about all pokemon was known during the Kanto era

I think both are false. Perhaps no one had ever wanted their golbat to evolve (even if they had known) or the golbat never felt the trainer wanted it to evolve. No one probably knew or tried.

at this point i'm only explaining how their existence is being discovered. the reason behind spawns anywhere else is probably irrelevant. it's already been established.

perhaps if specific evolution traits interest you about a certain region, look towards the dex entries and try to make links to the overall theme of the region.

for example, the escavalier/accelgor evolution is a reference the the polarizing theme of the region and it's values/beleifs. ie: only through understanding do you gain strength.
