It makes sense. Why would they change it? I can only assume it is because people are most used to the progression caterpillar -> butterfly, so they switched the Pokémon around.

Then again, Venomoth and Butterfree could have been easily re-styled to accomodate for this beliefs.

While caterpie-metapod-venomoth isnt as obvious there are still a few things. Metapod has similar points like venomoths antenna. The lower half of all three are similarly segmented.

Probably was originally designed like that, and was swapped when they wanted a 3-stage "cute" counterpart to Beedrill, and Venomoth didn't fit the bill.
Or, it's simply a coincidence resulting from Gen 1's lazy samefag designs. Remember, there's like 4 Nidoking lookalikes, shit like Gengar/Clefable and Gastly/Cloyster.
