My personal hope is that the house in back serves as a Hotel and the big building is a facility like PWT that brings back a bunch of old characters but does something a little different. You can visit the Hotel and talk with the big trainers who are visiting that day; each day would have a different set of returning characters, potentially you can rematch them here for EXP.
Otherwise I'd guess they're both post game battle facilities of some kind.

Sure it could be red, but it's extremely common if not expected that devs use placeholders while developing things or throwing out ideas, specially concept art.
And no better placeholder that the first trainer.
