Needed to be slightly stronger - bulkier and perhaps more a little more damaging and faster - such that you legitimately need to guess when your opponent is tapping him in or else he'll get up a buff and be ready to sweep. That was the initial concept behind its unique ability and while it's pretty novel, it doesn't work as well as it could.

Official single battles are 3v3, so all Team Preview does is tell that your opponent MIGHT be using Zoroark in that match

Indeed, Team Preview hurt hard its viability by revealing that you had it on your team and making you opponent to be wary and carry a Fighting or Fairy-type Pokemon, and its Signature Move is a stronger Dark Pulse, making its cloak useless after you use it.

At least you can surprise you opponent by send it imitating a Pokemon that can wreck your team for free switch, like Mega Salamence, Mega Mawile, Landorus-T, Dragonite, etc.
