No because Chikorita ALREADY IS pretty feminine to begin with, people chose it knowing that or falling for it because they thought it was just "cute".

Popplio starts pretty gender neutral i would say and TURNS feminine mid way, and that's why people will feel betrayed since it didnt go according to their expectations (you can see that by looking at all of the gender neutral/manly clown final fan made forms people made).
