As for the Gen 7 characters, they look, at a first glance, no older than Dawn. The girl in particular looks petite and flat as a board. And seeing as the last games had the characters as 12 (the first time our Protagonists ages have been explicit In-Game), it's very safe to say that chicken chan here, is also no older than 12. This may be to do with the fact that having older protagonists in a non-Chibi 3D environment would be less appealing for the kids, so they're going back to the younger protagonists.

The anime just came up with the age 10 thing because I guess it was a convenient way to start Ash's journey, and then they stuck with it like it was a law or something.

Also, Gamefreak or Nintendo probably don't really care about the anime that much. Any mandates about things like Ash staying 10 and always losing are probably the fault of the those directly involved with the anime and merchandise for it, like ShoPro, who would be more paranoid about doing something that could disrupt their cash cow.

I can answer that for you.

Originally, the idea was that the Pokémon journey was a "coming-of-age" adventure, that signifies maturity and responsibility. One of the original anime writers said that it's actually considered the start of adult life in the Pokémon universe. (Yes, you read that right. All the PokéGirls are totally legal. Based pervert Japs.)

Well Black/White were back when Game Freak decided a more mature take was what they needed to keep older fans happy. They doubled down on a stronger story, and older protagonists. (Hilda/Hilbert were originally even going to be slightly older, at 16, as reflected in the Manga)

I believe, and this part is just my speculation, that the reason they are going back to younger protagonists, is because the fact that there is no longer a "Chibi" overworld means that having mid-teen protagonists might be off-putting to children, the main audience of the games. So to compensate, they're going back to smaller, younger characters.

As for Ash, it's semi-common knowledge that Ash wasn't always going to be 10 year old. It was around the end of Gen 2 where they made the decision to basically "soft reboot", and bring in May. They basically decided to focus the anime on being an ad campaign for the current games, rather than an actual developing series. This is why Ash never aged. He has to stay the same age as the kids they are marketing to. This led to the writing staff quitting, the anime becoming very stale, and even the entire dub team being overhauled. Voice Actor Eric Stuart said himself that the reason he quit was that he didn't want to stay involved when the show became a glorified advertisement.

Because people start their Pokemon adventure when they have a Pokemon. It's not meant to be like in the anime where you immediately get one because you're 10. You start your Pokemon rite of passage when your family decided you do, or when someone else decides you're special and gives you a Pokemon, or maybe you bought some Pokeballs with your allowance and snuck out into the tall grass, or maybe you were like the preschooler trainer class who has a Pokemon as a companion but aren't going on an adventure any time soon. The anime kinda trapped itself with that 10 year old idea, whilst the games continue to maintain that no matter who you are, everyone can have a Pokemon.
