Basically, movie 1-3 were made with very little executive meddling (that started with movie 4, where they were ordered to make it about Celebi). When movie 2 was done and had they were going to start on movie 3, gen 2 was still in the finalization phase and a lot of Pokemon were still subject to design changes, but the movie obviously had to star a gen 2 mon, so GF/TPC gave OLM a complete list of every gen 2 Pokemon which design had been 100% finalized and was therefore safe to use in the anime. In his second appearance he also shows up with a full team and a bunch of badges, and only loses to Ash's retardedly overpowered Goodra that got dumped shortly after, mostly to show how powerful it is.

After that episode, he's reduced to being Sana's cheerleader and little else, and mostly shows up in the league because it'd be dumb to not have him there.
I'm pretty sure that was not the original plan for him.
