Because Darkrai is popular, unlike the Literally Who Pokemon you suggested. Much like the Hawluchafags and Hitmonfags you're just going to need to make peace with the fact that in a tiny roster like this they need to try and please as much of their demographic as they possibly can, so popularity is going to be a big factor. So while you're absolutely right, and there are a lot of good Pokemon unrepresented, there's no feasible way for them to even put a twentieth of the Pokemon that currently exist in this game as playable. The sad truth is your favorites are probably way, way down the list.

The first game in a fighting franchise usually has a small roster, as the bulk of development goes to getting the systems down. Pokken 2, well, maybe they'll have a chance.
