Tough luck. The only finished fan-made games are Zeta/Omicrom and Uranium.
But with Rom Hacks, there are some pretty sweet choices you can make, like Vega, Glazed, Gaia. You can find most of these on the Pokemon Community website.
If you're looking for fan made games that are not finished, then Insurgence, Reborn/Rejuvination, Legends of the Arena, Super Pokemon: Eevee edition, etc.

Super Eevee Edition is dope as fuck.
The Ethereal Gates demo was really fun, too. I'm sad they nerfed the second gym leader. Definitely the prettiest game (aside from some deviantart-ish gym leader portraits)
If you haven't read the Let's Play of Pokemon Quartz, it's a classic. Don't play the actual game, though. It's terrible.
Since OP already make this thread, let me ask something.
Are there any GOOD Rom Hacks for GBA with Gen VI Pokémon included? I only play R/G/Y, G/S/C and R/S/E. Been wanting to try new Pokémon but I don't really like DS and 3DS.

The only one that I know of that plans to include all 721 mons (and actually already does, but just in the code and you have to put cheats to catch them) is Pokémon Gaia, a rather cool GBA hack rom that even includes new abilities like magic guard and such, despite it running on fire red as base. Still in ep 2.5 tho, but it is not dead.
