i dont think major legendary pokemon naturally evolved from any other pokemon or animal, they're more like forces of nature, born from the earth itself or by arceus/Mew.but thats part of my dumb headcannon where when the pokemon earth was created, it gave "birth" to groudon,kyogre and rayquaza as forces o fnature rather than being created by devine beings such as arceus
