BL2 just means these mons are too OP for RU but not that great in UU. You can still viably use these mons in UU they're just not top threats. BL2 is just a banlist for RU.

They aren't UU because of usage. They simply aren't used much in UU but are too strong for RU. Dunno why scrubs can't seem to understand this.
