I've heard that they were planned for Red and Green, adding a gap between the seventh and eighth badges, but were left out for whatever reason, possibly the same as the female player character. The planned islands eventually became the Sevii Islands, but they may not have been called the Sevii Islands had they been in Red and Green.

Of course I've never seen any actual proof that this was the case, but it would potentially explain the anime's inspiration for an island group region.
