They're sad.

Banette just harbor grudges over being abandoned, they're not evil.

I think one of the only Pokemon that I'd really even classify as evil would be Gourgeist, who explicitly take pleasure in the suffering of others.

So what would a banette do if it ever found its former child owner? They stick pins in themselves to create energy.

Also, shuppet feeds on dark emotions like vengeance, hatred and sadness. Its possible they would go so far as to cause or enable these emotions in people. They could be the cause of many suicides and murders.
