Smogon lists BL Pokemon as seperate bans. Because they do not get enough usage in OU itself, they are not OU Pokemon. Furthermore, Pokemon don't fall into BL, BL2 and BL3 respectively, they move down into their respective lower tier and either get quickbanned shortly after or get banned the normal way through voting. Therefore both Starmie and Gengar were UU at some point and there is no Pokemon from Gen 1 that was always in the OU tier.

It'll have an exclusive Z move that hits everything for SE and STAB damage.

In Volt White and Blaze Black, Cofagrigus was changed to Ghost/Steel. It's pretty good for the reasons mentioned, but offensively Flash Cannon/Shadow Ball leaves a lot to be desired in Gen 5, not least because Steel types resist both STABs.
