Has Gardevoir consistently gotten buffs? I thought it was only decent as a Scarfer thanks to Fairy typing, and for it's Mega, both of which were from the same gen.

Not consistently. All the base stat buffs came in gen 6. I think what people want is for the mega form to have the ten attack boost moved to a stat that is more useful. But other Pokemon like Mega Aerodactyl got ten more SpA which is pretty useless so it isn't like Gardevoir is the only one that screwed.

It's actually gone up and down over generations.
It was pretty great in generation 3, and saw significant usage, then the transition to generation 4, and the split hurt it significantly. It stayed pretty much the same in generation 5, then it got massively buffed and more popular in generation 6, which is really the only generation it ever got better. However it still isn't as valuable a team member as it was in generation 3.
