With personal experience using one, it's a little rough until it evolves and even then it's questionable. It has phenomenally high damage and a really interesting typing, but it's rather slow and a little too frail without eviolite which I definitely recommend using for it. It's not bad, and while I'm not sure if it has any competitive use I'd be surprised if it did.

It's bizarre, because Durant, its rival, is actually fairly decent - speedy, hits hard if you'll forgive the Hustle miss, great typing. Sure, it crumples like a paper cup if you use Special moves on it, but that's hardly a killer - it's an excellent Scizor substitute for people who find Scizor to be too Smogon-y.

Ice Punch, Sucker Punch, and Drain Punch all work really well on him. It's a matter of what your team needs more though. Sucker+Drain Punch is typically what I run on a set, sucker punch helps clean up, and drain punch is decent recovery for once my rain runs out (This set was originally conceived for endless rain, but it works well enough even with the drizzle nerf).

it's definitely not as powerful as it once was, but with black sludge and dry skin, you can recover close to 25%~ of your maximum HP per turn, which makes it pretty easy to get a few bulk ups off and maybe set a substitute before you start unleashing hell. Like all good things, it will require some good play and prediction on your part to make it really shine.
