The team rocket grunt that said he's going to rebuild team rocket fell in love and had a son in BW1. Caitlin from DPPt is also noticeably older in BW1/BW2. So at the very least 7 years has past + the 2 years after that to BW2.

Red would be in his early 20s if we are to go on the least possible time that has passed (22 or 23 depending on if you believe the US (11) or UK (10) RBY manual for his age).

Gen I/Gen III - 11 years old
Gen II/Gen IV - 14 years old
Black/White - 14 + X years old
B2W2/XY - 16 + X years old

The time gap between Gen II/IV and BW is still unknown and left up to the player's imagination.
