Well, the way it's been used in the anime thus far, it can't ever be actually met. Ho-Oh is Ash's guiding star, the symbol of hope and the unknown that has inspired him. If he ever actually caught up with it...there's no way to execute that to any degree of satisfaction.

You're not entirely wrong, Lugia was the poster boy of Gale of Darkness while Ho-oh was relegated to the secret reward in Colloseum.

At least it still has the best legendary theme.
