Alan wasn't necessarily a "true" rival. If you think about it, Ash shared the goal of being a Pokemon Master/winning the league with those trainers. Alan on the other hand never shared that motivation, he's just some guy that wants to become stronk, get Hari-san back and fuck his leprechaun.

It also made me realize what bugged me the most about Ash vs. Alain. He never won once over him. Whereas he was at least victorious against some of his other main rivals like Gary and Paul. There is none. They're just too incompetent to write a victory for him. However, one possible reason why this new more competent director let this happen was so Ash wouldn't come off as a Mary Sue should he have defeated Alain and that shiny red mega Gyarados with super energy or whatever. Either way, being hailed as both a league champion and a hero might be a bit too much for one story, however they could've gone around this by avoiding the Lysandre crap and have Alain deal with that while Ash dealt with the league. Well, the thing is, watching him win the orange league as a kid, I never thought it would be too redundant for him to lose the next since right after the drake fight, gary handed ash his ass with eevee. Just showing ash that there's no end to stronger trainers and scaling the strength of said trainers accordingly makes it very easy to write believable reasons for him to lose later on.
