That's the dramatic plot twist, Ash's Pikachu was originally from Alola and had another trainer that mistreated it there which is the real reason Pikachu didn't trust Ash at first. Oak just never felt the need to bring up that he rescued it from an abusive relationship while on vacation in Alola.
