Zoroark had a chance but there were a LOT of stumbling blocks, mostly it's original distribution method and the advent of team preview for balancing purposes. GF wanted a sort of roguish mascot for Gen V to act as sort of a mirror to Lucario, the Shadow Moon to his BLACK. Kids didn't really care for her though and as such she was sacked as the Gen mascot just before B/W2 and yanked from the variety show despite getting a couple of really good episodes.

Despite everything, it still has one of the strongest fanbases, especially out in Japan.

Even with team preview, you can never really be sure. As long as you aren't using it's signature move, I've won games because of it. One time someone tried to boost stats on a simple swoobat, and they didn't realize I was a zoroark until they tried to use stored power on me and then it was too late for them.
