2 forms starters is an awesome idea gameplay-wise, but awful idea marketing wise, so it wont happen. Think about it, the pokemons that are pushed the hardest every gen are

>1st stage starters
>legendaries
>some random GF poster boy, most likely fur-bait (lucario, zoroark/zorua)
>a pokemon with the gen's gimmick
>last stage starters

To divide the focus on two different batches with most likely not the double return is a terrible idea.
