The gligar line is based around scorpions and bats, the design is combined with the idea of hunting poison types, so gliscor was given an even more vampiric look to compliment the design.

Pumpkabloo has barely reminiscent bat details, because its overarching design motif is halloween, not bats.

All the pokemon in that picture are based around bats, and bats and vampires even. Pumpkabloo isnt. That's why he isn't in.

Nothing against pumpkaboo, I think he's cute.
