The artstyle is definitely rougher but it's also got attention to smaller details rather than overloading on design aspects. That's due to graphics limitations on one hand and simplicity of the times on the other. The original idea for Pokemon was vending toy monster collecting, after all. The older art has its charm and passion, whereas the newer designs, for the most part, play it too safe, and the artstyle is more soft and round overall. It's not worse, just a different flavor.

Nigga I'm speaking as an artist, not a nostalgiafag. There's something normies can't fucking see in art most of the time, and that's passion. Sugimori had fucking passion when it wasn't all digitized. There's a lot more shortcuts now and needless complications that bog down otherwise great designs, whereas the old shit can be way too simplistic in many cases, but overall his style has changed and dulled.

The old stuff is a bit rough in places, but it has something more important that later Gen art lacks: energy and dynamic poses.
