Onix is the way it is because of how wrap worked in gen I. Essentially, he tanks the opponent's hit, hopefully going first with his fairly high speed, and then denies them a whole shitload of turns while his target's HP goes down.

But, that shit don't work no mo as wrap was nerfed to the ground. Yet, he keeps the same base stats for whatever reason. Fuck GF.

If Onix is still in where it is, it's pretty clear they don't care about fixing ALL pokemon. Just a few for whatever reason.

And I'm pretty sure the games care about Raichus, their endless push for pikachu probably being related, they just made a new raichu for gen 7 and everything.
