Slaking and Dusclops are both pain in the ass to use in-game. Walrein is okayish but he comes too late to be worth it in my experience. I was going to suggest you a Zangoose but then I remembered he's exclusive to Ruby.

So I'd pick up an electric type instead.

Manectric is fairly decent although his special movepool is rather barren outside of electric moves, Bite and Hidden Power (and that's if you're lucky to land a special one).

Magneton is amazing although he'd slightly overlap with Skarmory.

There is also Raichu I guess but I never used it in Emerald so I can't comment on its viability.

Mid-battle super modes with a special trinket to activate it are way more marketable than just giving another evolution. Don't fret about IV breeding if you aren't trying to get THE BETS POKEYMANS EVAR, but EV's are still something to look at.
Take a look at Combusken at lv100. With 0 attack ev's and iv's, his attack stat is 175. That's actually pretty low as far a physical sweeper is concerned. He's gonna get laughed at.
With 252 EV's it jumps up to 238 (+63), which makes it a much more reliable sweeper. Throw in the 31 IV's at it jumps to 269 (+31). That's a total difference of +94 points, more than a 50% bonus to his attack stat.

To grind out EV's in Emerald takes very little time at all. Hand him the Macho Brace and hope you get Pokerus at some point, and you could get up to +12 EV's per fight. That's only 22 fights to get to max.
With just the Macho Brace, it's +6 per fight, and that means only 44 battles and you'll be at max EV's.
It doesn't take long at all, man. An hour or two tops.
