Because they're weak and have terrible distribution. Ghost moves in general are pretty bad.

Shadow Ball is the only good special ghost move and it's only 80 BP.
Meanwhile almost every other type gets a standard 90 BP special move and multiple 110+ moves.

There's your problem.
List good Shadow Claw and Shadow Force users that aren't Spooky Plate Arceus or Giratina.
All the other Ghost type are garbage and lack several stats to be somewhat relevant for that physical offensive role.

Non STAB physical Ghost attacks are even worse unless you run Shadow Sneak for specific purposes.

Shadow Punch also has terrible users and even with devoted abilities it just isn't that much of a threat.

Phantom Force is like a buffed Dive / Dig except instead of taking double damage from Surf and Earthquake it just ignores protections. Not a big deal once again being given to shitmons and letting your opponent to switch into a check or counter or Normal type in general for free since the attack requires a charging turn before damaging.
