The problem is that ash's character has been so linear and predictable this past 20 years that making him win the league would take away the little motivation his character has, the series concept is plain simple, he wants to be the very best, what else does he have other than his goal? why would you keep watching the anime if ash becomes the very best? what in-deep plot is there to it that makes the anime interesting? see what Im doing here? Ash has zero traits as a MC, he is poorly written because the anime's intention is not to tell a story but to sell pikachu plushies and promote the game,, what is ash biggest fear? who is ash father? what is ash favorite type? there's no answer to this because there's no real plot in the anime, if ash had won the rating wouldve gone to the floor, and thats not speculation, just remember what happened with that N ark where ash didnt have a real goal and was just letting himslef carried away

They could just give Ash more goals related to his drive to improve. Remember way at the start of the anime when he saw Ho-oh in the sky and wanted to figure out what it was? Maybe have him try to figure take on some extraordinary challenge like trying to capture some legendary pokemon and have his journey be focused on finding clues, meeting powerful people and helping random strangers across the region as he slowly inches closer to finding what it is he's looking for. You can still have rivals and other powerful foes that give Ash a challenge and drive him to improve. Maybe he doesn't even want to capture whatever powerful pokemon but just challenge it to another fight after it beats the shit out of him at the start of the season.

The point I'm trying to make is that they don't have to change Ash's character or drives at all in order to have a different sort story with him as the protagonist.

....They tried to address that In Diamond and Pearl, but forced to kick Ash out of the League once Black and White were announced. Then in the following Anime, they rushed the whole thing through since they didn't expect that generation to last long with the release of the 3DS; multiple factors messed that up as well, (mainly Seismic disaster of 2011, and the annoucement of B2W2).

This generation shows that the writers are now playing safe now that Game Freak became as unpredictable as ever in these past generations (especially when said director wanted to make each new installment unique than the previous ones). Ash doesn't get a Key Stone out of fear that Mega Evolution will be a one gen feature (which was realized when Sun/Moon ditched that in favor of Aloha forms, and Z-moves), and instead create a character to focus on said feature while Ash continues to showcase all the pokemon that the region have to offer; because that's his job. Ash and Pikachu are meant to show case the Pokemon of every generations to both the veterans and newcomers. It's also nice that they created their own third version when it became obvious that Game Freak no longer do that; though it's nice for them, along with the rest of PokeCo, to bring Zygarde's new forms to the next generations of pokemon titles. It as if both the Anime Producers and the Game Producers were butting heads on who will keep up with whom.
