Well it's hp IV is somewhere on the lower end of the spectrum which is a bad sign. That's all I can really tell you from the screenshot you gave.

Alright, assuming this thing has 0 ev's all around (assume IV's are worse otherwise but can't really do much about it) this thing is abysmal. Att and Special attack in particular are both near if not as low as you could possibly get.

On the plus size its speed and def stats are serviceable and the nature is a neutral one so while it could have been more beneficial with something like jolly or adamant it is far from being on of the worst abilities you could get.

Personally I wouldn't use this in any competitive environment.
