These are just female Hypno. Male Hypno and Drowzee feed off dreams they get them sleeping female Hypno, or Musharna as they're commonly called. Since they only produce them while they're sleeping, Males need to put them to sleep first using a Hypnosis attack first. It's consensual though in the Pokemon world.
