That's actually a really funny story. See, TM 51 was Ally Switch in gen 5, but it was replaced by Steel Wing. For whatever reason, they forgot to remove the effect for all pokemon EXCEPT Elgyem and Beheeyem. So Elgyem and Beheeyem can learn Steel Wing. I hope they fix this in gen 7, but it would be really funny if they left it in on purpose
