Pretty much. They didnt really add much for him to get in gen 2 but to make it difficult they made sure his team didnt have any NFEs. Still lost to a tauros with ice beam though.

Honestly I always found Clair the hardest out of the two of them. Her Kingdra not having any weaknesses other than dragon was always a bitch to me, and for some reason I always end up like 5-8 levels underleveled when I do runs of that gen, even making sure I fight every trainer. Lance you just need a pokemon to know rock throw or ice beam and you win.

Not sure why they didn't go the Gym Leader castle route, there just weren't enough Dragon types at the time to actually make a Dragon team. Though it is nice from a timeline/story angle.
