Yes. You will need the following:
• DS or DSlite
• any Gen IV game
• a 3DS
• any Gen V game
• a PokéBank subscription

After you have beaten the Elite Four in any Gen IV game and have access to the Pal Park, you can transfer your Pokémon from Sapphire to it, using the GBA slot of the original DS or the DSlite.
Then you can transfer your Pokémon from the Gen IV game to B/W/B2/W2 by connecting any two DS systems (can be old DS and 3DS) wirelessly.

To go from Gen 3 to Gen 6/7, you need to have a DS lite, a 3DS, and Pokémon Bank.
Look up Pal Park to transfer from your Sapphire to a generation 4 game, like Diamond, Pearl, Platinum, or HeartGold/SoulSilver. Then have a Generation 5 game (Black, White, Black 2 or White 2). Look up information on the Transfer machine there.

Charizard has always looked like a dragon, even the orange one. This one is a dragon even more because of the spikes and the blue flame.

Don't think about dragons as mythological beings, think of them as animals that evolved dragon-like features due to their environment. Flygon, for example, is a "dragon" in name only because it's based on a dragonfly. There's no reason that a desert bug should turn into a classical medieval European dragon with sunglasses. Kingdra and Dragalge, what part of seahorse screams dragon? What about Goodra, what person looks at a slug and thinks dragon? Mega Ampharos? It's fucking Pokemon, you can use anything as an inspiration. A turtle dragon is pretty standard.

We didn't get the first Dragon legendary until Gen III though, and that was the same generation that introduced Vibrava/Flygon and Altaria.
Mechanically speaking, Dragon was originally the way it was due to specifically being the middle-end game typing, opposite of how Bug was the way it was due to being the early game typing.

I didn't really care for Charizard until Mega Y. When I was a kid I found myself dissapointed when my Charmeleon finally evolved. I didn't like how round and fat it got, and how it last the single spike on the back of it's head. Meanwhile, Mega Y retains the middle spike, and slims down considerably. And I think the little arm wings are very cool.

Anyways, like Gyarados, even without the dragon typing, i think it's pretty clear it's supposed to resemble a dragon from myth.

Maybe dragons in Pokemon are just Pokemon that have a closer ancestral connection to the creation trio, and all the similarities to traditional mythical dragons are coincidental.
If a Pokemon gains the typing through evolution or form changing, perhaps it's just tapping into a connection to that bloodline for that instance.

I think charizard makes a better fire dragon than the the other 2.
To me reshirem looks like maybe a peng or and or a rod. I see nothing that looks looks like a dragon in its design or fire. I think fairy flying would be a better typing.
