Just because it's a dragon type that doesn't have to mean it has to be a literall dragon. Just like how fire types aren't literally fire and most ghost types aren't literally dead

Now that Fairy-type has been introduced, reducing Dragon's "special factor", they're more free to get creative with what qualifies as a Dragon-type. I personally welcome the diversity.

Gen 1 was really well designed. Ghost type was a big problem for most pokemon besides your starter when you reach Lavender town. Dragon is resistant to your starter and pikachu so you better have trained something else too to win the league.

Dragon Pokemon have always been pretty varied in terms of appearance.

It's simply that people most likely developed an unwritten rule about how all Dragon pokemon have to necessarily be "cool," with the exceptions being a small minority.
