I believe Calm would be the best - as a king it's Jellicent's duty to be calm in the face of danger.

I'd go with Calm. Scald or Will-o-Wisp can already fuck up most physical attackers so Calm and SpDef EVs means the big guy can bulk both physical and special attackers. You'd want another critter that specializes in taking physical hits though if you go for this, or fire types and the odd guts user will ruin your day
