What are you talking about, there's plenty. Off the top of my head: Aqua Grunts, Shelly (we don't whether she and the grunts actually black or not so let's not argue), Iris, Plumeria, Shauna, Mallow, Chicken Chan (technically), Serena (techincally), Dahlia, that one Furisode girl, Zinnia, that one Alola NPC trainer...

And seeing how many tan characters have already been revealed for the Alola region, I think it's safe to say that there will only be more coming.
