Why do people think Raichu and Mimikyu are Pikaclones? Are all evolutions considered clones now? Is Arcanine a Growlithe clone?

Mimikyu isn't even Electric type. It wears a scrap of cloth that it made to resemble Pikachu but it doesn't have anything in common with Pikachu other than that and that's just because GF wanted to force down our throats that Pikachu is the most popular pokemon ever.
