Clefable literally has one of the best movepools and two of the most useful abilities in the entire game. The only thing holding it back was its typing. Unless Persian gets a notable overhaul in its movepool this isn't going to suddenly make it a threat.

Think about it.
Meowth's Bite is same power as Lillipup's Take Down. Meowth has lower attack but more speed and Bite has 30% flinch instead of HP recoil. Meowth will be amazing.
