There are gyms yet to be revealed in Kanto. We'll see a return to the region with new or secret gyms very soon.

There are 8 officially sactioned Gyms and many non sactioned gyms, this was exlained in one episode of the original series where two there was fighting between 2 gyms to become the towns official gym.

All this means is gary has the 8 Legal Kanto gyms badges and two badges from unlicensed gyms.

Anime never said there were only 8.

Based on all the trainers shown during the Indigo league, Kanto has around 27 gyms or so.

Hoenn was shown to have around 9 based on what was shown.

Sinnoh had around 11 based on Barry and Nando's badges shown.

Unova we know has 10 between both sets of games, Tripp and Cameron introduced 4 more unknown badges bringing the count to 14.

Sawyer had three unknown badges in Kalos meaning there were at least 11 gyms.

As for why Gary had 10, there isn't a limit as to how many you can earn. Only a time limit for when the tournament starts.

The anime blatantly showed that their are more than 8 badges in a region.

There was even an episode based around 2 anime only based gym guys going against each other in the same town.

In that episode with the Marowak guy there was another guy that had 8 completely unique gym badges of his own that Jessie stole.
