Its only flaw is that it disguises as just Pikachu. They could've said, " it dresses up as beloved pokemon" or "it disguises itself as pokemon that are popular in Alola" and the meaning would've been the same.

Just think of hunting down and collecting Mimikyu that have different disguises across the four islands. Can't happen now, though, since GF is so desperate to force Pikachu as the most popular pokemon ever.
