Not really, but with PP Up you can get it to 16, which is very high for a fast-paced game like Pokemon.

As does every Ground-type move fuck off Zygarde, and every Dragon-type move versus Fairy.
That's a downside of Ground-type, not Earthquake.

You're mixing up STAB and "coverage move". A coverage move is something that isn't STAB, but you use it to hit something that your STAB otherwise wouldn't be as effective versus.

Serperior typically runs Grass STAB and two coverage moves, such as Hidden Power Fire to hit Steel-types and Dragon Pulse to hit Dragon types.

And I guess I forgot Surf on Lati@s but that's just one (two) example. Running Water coverage on most Pokemon is not a necessity.
