Only with a fairly significant amount of effort.

In singles, it's a suicide/anti-lead and in doubles, it's a surprisingly effective utility support. It's the only Sticky Web user in Middle Cup, though, so at least it's got a niche somewhere!

It does pretty well at times but some Pokemon appear that can take the hit and then kills me

Luxray is the strongest physical electric type due to guts, he needs some buffs to help his title

The only problem is that espeed is only available if you transfer from pokemon box ruby/sapphire for GameCube or from event, so unless you're hacking or using showdown, it's really hard to get

There's several legendaries I consider to have neither gender, arceus and deoxys mainly because one is god and the other is an alien. It's one of the kings of UU and is still viable in OU thanks to how spammable Dark Pulse is now and how well it synergizes with Pokemon like Mega Metagross.
Of the changes brought about by Gen VI, Megas probably did more to push Hydreigon out of OU than fairies did. Hell, Black Kyurem was already creeping on its turf in the BW2 meta, having a horrifying host of bigger, badder, beefier wallbreakers to compete with did Hydreigon no favors.
