Normalize now causes all type benefits and disadvantages to cease to exist while Delcatty is on the field.

All moves deal neutral damage. Nothing gets STAB. Electric-types can by Paralyzed. Rock-types take damage from Sandstorm, and so on.

Also give it base stats that aren't garbage.
