The anime is not the most canon of sources but they say only 6 pokemon are allowed in the official Pokemon league. For battles for money like you do against trainers you probably can only use 6, otherwise it's not official.

Nothing really, but the general rule is that you can't have more then six pokemon in an official battle. So in the real world, you could have even 12 mons with you, but only six can be used in battle. But I think you would then get to crowded, so maybe they carry 6 mons for convinience as well ?

Realistically, it's a limitation for video game purposes, and a limitation of the time. RBY probably couldn't process you holding dozens of Pokemon in your team, and it wouldn't be fair to have too many fighters in reserve to steamroll whatever stood in your way. Imagine how trivial gyms, the E4 and Champion would be if you could hold a team of fifty.

In terms of a world where people would act this way, it's probably a kind of honour code. You only carry a certain number of Pokemon, you do turn based combat, and you only battle to the point of fainting. Like, jousting and fencing and sparring and boxing all have their rules, even though you're taking weapons/fists to another person with the capability to kill, you respect your opponent and have a good clean match. I don't know the ins and outs of cockfighting or dog rings, but they probably don't fight to the death or dogpile a bunch of animals multiple-on-one either.

There's nothing actually stopping someone from possessing a greater amount of pokemon (whatever evil team thieving a bag full of other trainer's pokeballs, pokemon centers and professor oak and the charicific valley and daycares and ranches and all other kinds of facilities that hold large amounts of pokemon) and there's nothing stopping anyone from using a larger number of Pokemon in battle (doubles, hordes, that one dickhead at the start of the first movie going 3-on-1, every time ash & company get accosted by an enemy and use every pokemon they have to fight back, etc).

When you register to become a pokemon trainer you are fingerprinted and a digital box is given to you connected to your identity. When you buy pokeballs the shopkeep will get you to touch a fingerprint scanner and then attach your details to the amount of pokeballs you bought. The poke world is has universal wifi and pokeballs are constantly connected to your pokemon database. Once you capture more than the allocated pokemon that you have registered from your poke bank then it automatically locks up the poke ball or digitally sends them onto the net.

For tournament reasons, they would probably make you enter the Pokemon before the tournament began and have them inspected. They would probably tag them too, to make sure you weren't using duplicates. Bringing other Pokemon that weren't part of the 6 inspected would probably mean disqualification as well.
If the event was hosted for the 3rd or 4th time, there would be a TON of regulations to prevent cheating.

That's not illegal.

If you have a lot of pets and abuse them through abandonment/malnourishment/etc than sure, but it's not like there's a soft cap on pets.

I've had 6 pets for most of my life.
