4kids used non-union voice actors, as they always did. When Pokemon Company took over they opted to use union VAs because they're more reliable and it's a much larger pool of VA options instead of needing to use the same small group of VAs for everything like 4kids did for a long time

If you use non-union VAs you can't also employ union VAs on the same project. they went with the union option and had to change VAs, that's all there is to it.

4kids got the initial rights to dub One Piece, and because of cultural differences combined with a misunderstanding of the target audience, they censored the hell out of it. Blood, cleavage, and smoke got edited out, scenes if not entire episodes got cut, and rewrites were introduced that created massive plot holes (Nami getting sick from nothing, Laboon not existing, no mention of the Elbaf giants).

All of this occurred around the same time people began to become internet savvy and understand what 4kids was doing to all their shows. It really shook up consumer trust and cost them a lot of money and licenses once Funimation started up.
