It's based on the Japanese island of Kyushu (the one on the southern end). It has a volcano and fuckloads of beaches. It is still mostly subtropical in climate.

The only reason you don't associate Kanto with technology is because we've seen later technological advancements, many of which were based on Kanto inventions, in more recent games. This is really only because we have no idea what modern Kanto is like, technology-wise. Bear in mind that this is the region with the pokemon world equivalent of Tokyo, in Saffron City. The last we saw of Kanto was in HG/SS, which is in a less technologically-advanced universe according to OR/AS. A Kanto in the same universe as X/Y/OR/AS is probably pretty amazing in terms of technology.
