You didn't read both articles, right? Bogleech mentioned Garchomp flaws, even try to fix it, but in his opinion Garchomp makes more sense in all details than Lucario. Lucario is too flawed for him and that's the reason for his punctuation.

The reason for the discrepancy is that Garchomp STILL looks good with those things and they fit with its theme, while Lucario doesn't. 0/5 is for Pokemon that require total overhaul to be redeemed, and Garchomp is still good with its minor flaws.

Though even Bog's review of Lucario is kind compared to some of his feelings on modern Digimon. I believe his term was "sparkledog cosplayers" with extraneous details without any cohesive aesthetic.

I think Lucario's fine, but it goes too far into "cool and strong-looking." Even the "coolest" Pokemon in Gen I were sort of goofy (Charizard) or grotesque (Mewtwo). Lucario is neither.
